I BELIEVE IN:



The responsible retailing of tobacco
Enforcing a strict No ID No Sale policy, supported by an effective ID scheme
Reducing youth smoking in line with government objectives
Supporting community initiatives to educate young people about the potential effects of smoking



I CALL FOR:



Legal penalties for proxy purchasing of tobacco for a minor
More resources to be made available for trading standards and other enforcement agencies to implement a ‘zero tolerance’ approach to illicit sales of tobacco (ie counterfeit, smuggled and non-UK duty-paid stock)
A more collaborative approach between retailers and enforcement agencies to tackle the problem of illicit tobacco and help reduce sales to the underaged
A consumer advertising programme to warn the public about the dangers and consequences of purchasing tobacco from illicit sources
A balanced approach towards new regulations, which views retailers as partners in achieving policy objectives



I OPPOSE:


The removal of in-store tobacco gantries, believing this proposal to be an example of BAD REGULATION because:
It would increase costs enormously in the retail industry and is unsupported by evidence that it would reduce smoking levels
Would create congestion in stores and consequently reduced service quality
for customers
Would require extra man-hours to serve customers and to stock-take, resulting in increased costs to the retailer
Would be an operational security risk, with the increased bending and turning by serving staff creating new opportunities for till snatch and other violent crimes
