Some shops in central London were also not selling alcohol during some World Cup games, which I believe was due to the police asking/telling them not to.

I don't think it's right that the police are dictating when alcohol can and cannot be sold in convenience stores and supermarkets as that isn't their job. But if they are going to ask/tell shops not to sell alcohol for such prolonged periods, they should have communicated it well in advance. How many retailers stocked up on alcohol which they were then not allowed to sell?

Even if the police were only asking retailers voluntarily not to sell alcohol, would any retailer really want to ignore the request? I bet the police would target the retailer afterwards and do whatever they could to initiate a licence review.
