Ludlow MP Philip Dunne announced the plan at the ACS' Heart of the Community seminar. He said: "Retail crime is not reported by police so therefore it is not targeted, and this is why it is so poorly dealt with. The Home Office used to have 30 people to deal with retail crime, now there are only two.
"But we know the effects are very significant. The impact on staff is huge, and shoplifting fuels other activity such as drug purchasing."
Any retailer wishing to give evidence to the Commission should write to Dunne at the Houses of Parliament by the end of January 2009.
