The Competition Commission (CC) has confirmed that symbol groups and wholesalers will not be included in its extended Code of Practice for the grocery supply chain, GSCOP.
The new Code, one of the Inquiry's proposed remedies announced last month, would apply to grocery retail organisations with a turnover of over £1bn. However, the CC concluded that as convenience stores within symbol groups do not buy direct from suppliers, but from wholesalers and buying groups, they should provisionally be excluded from GSCOP.
The report added: "The ability of a wholesaler to exercise buyer power with respect to suppliers may be diminished where the convenience stores it supplies are able to purchase groceries from other sources."
