Surveys should always be taken with a pinch of salt, especially those conducted face-to-face.
However, it is obvious that most concerned retailers will be uncertain about their future if this arrangement goes ahead.
No amount of "clarity" beforehand would make any difference; once the deed is done, the goalposts will be moved, as they always are when ownership changes.
