Scottish retailers have reacted with concern to a regional council's plan to introduce its own Code of Practice for alcohol retailers.

The Scottish Grocers' Federation (SGF) said it was frustrated by the launch of a draft Code by South Ayrshire Licensing Board, which includes a list of promotions it deems irresponsible.

SGF chief executive John Drummond said: "We believe it is less than constructive of South Ayrshire Licensing Board to pre-empt the Scottish government's proposals due to be published in early 2009.

"However well-meaning, inconsistent regulatory structures in pockets across the country threaten to confuse retailers and result in additional bureaucracy."
