Recent data from the Tobacco Manufacturers' Association showed that 20% of tobacco smoked in Wales is non-UK duty paid, above the national average.
Swansea c-store retailer Dev Aswani was one of thousands who received his poster from the Tobacco Retailers Alliance last week. He said: "When cheap tobacco is available, retailers like me immediately feel the impact on our sales. The criminals who peddle this stuff sell to anyone, whereas responsible retailers like me will only sell to smokers over the legal age. Our message to smokers is don't be tempted by dodgy tobacco there is no such thing as a bargain."
