North Norfolk Council will receive £1.2m from Tesco if the supermarket's plans for a 1,500sq m store in Sheringham are given the go-ahead.
The 10-year planning saga, which most recently saw councillors reject the plans, will again come to the fore at an inquiry beginning on July 1.
However, councillors have insisted that the new cash deal will not affect the outcome of this inquiry and that they will stand by their view to reject Tesco.
The million-pound plan replaces the original deal between the supermarket and the council which included Tesco providing 11 replacement homes and £150,000 in cash.
Council bosses said the cash deal offered more flexibility in how the money could be spent and bypassed problems being encountered at the proposed development site.
